The Nara Institute of Science and Technology (NAIST) and the Okinawa Institute of Science and Technology said on their websites that the Triple-Helix Roundtable for International Ph.D. Talent initiative will focus on building stronger pathways between academia and industry to channel more highly trained researchers into the private sector.


Japan is facing structural challenges such as a decline in research capabilities, a shrinking population, and intensifying global competition in science and technology, NAIST said in a press release.


“We believe that in order for Japan to continue to be a “country of choice,” it is essential to communicate the appeal of education and research to the world and to rebuild the possibilities of careers that connect to the industrial sector,” it said.

Naoya Taniguchi, an assistant professor at NAIST and a representative of the initiative, said at a press conference last week that foreign students accounted for 29.4% of doctoral candidates nationwide in 2025. The share at NAIST is 50% and OIST 77%.


Around three-quarters of NAIST doctoral students expressed a desire to stay in Japan, but employment outcomes remain limited. In fiscal 2023, only 40.4% of international Ph.D. graduates from NAIST, and 33.8% nationwide, secured jobs in the country, according to The Japan Times.


Taniguchi cited language barriers and limited readiness among companies to hire non-Japanese speakers as key obstacles. While some firms have begun recruiting in English, many still require Japanese-language proficiency.


The new framework will bring together universities, businesses and government stakeholders to share information, develop training programs and expand Japanese-language education to better support international Ph.D. recruitment.


Ten universities, including Hokkaido University and the University of Tsukuba, and 27 companies, ranging from large corporations to startups, have joined the initiative, according to Asahi.


Participating institutions plan to organize career fairs, provide direct support to doctoral students and highlight successful hiring cases to encourage broader corporate participation.
