New Delhi: Amidst the murmur of formation of the 8th Central Pay Commission, a big news is coming out for the government employees. The staff side of the employees’ representative organization ‘National Council (JCM)’ has opened a front regarding the functioning of the Commission and the methods of submitting the memorandum. On April 1, 2026, Staff Side Secretary Shiv Gopal Mishra has written a formal letter to Pankaj Jain, Member Secretary of the Commission, demanding major changes in the process. Employees have raised a total of 9 such issues, which are directly to their salary and future security.
Employee organizations say that there are many shortcomings and limitations in the current process of submitting memorandum, due to which lakhs of employees are not able to present their views properly before the Commission. The staff side has demanded that this entire process should be made more easy, detailed and transparent so that the suggestions of every category of employee can be accommodated.
The employees have given the most prominent place in the list of their demands. Old Pension Scheme (OPS) Has given for restoration. Apart from this, the 9 main demands that have been put forward are as follows:
Changes in word limit and format: Currently, there is a limit of only 500 words for giving suggestions, which has been demanded to be increased to 1000 words. Additionally, emphasis has been placed on creating a clear and distinct system for answering smaller questions within each issue.
Special emphasis on pension and OPS: The employees have made it clear that they want their old pension back. Along with this, a demand has been made for a separate section to remove discrepancies to National Pension System (NPS) and Unified Pension Scheme (UPS). It has also been said to pay separate attention to the facilities and equality of pensioners.
Women employees and department wise issues: There has been a demand for special provisions for women employees on issues like workplace safety, maternity benefits and child care leave (CCL). Moreover, every department has its own unique challenges, hence the facility of separate suggestion box has been sought to cover department wise problems.
Technical and time limit relief: By extending the last date for submission of memorandum 31 May 2026 It has been suggested to do. Besides, a demand has been made to increase the limit for uploading files online from 2MB to 10MB and freedom to send suggestions online as well as through email and hard copy (offline).
These demands have come at a time when the 8th Pay Commission is in the initial stage of collecting suggestions from employees. Experts believe that if the Commission accepts these demands, then the employees and unions will get a chance to present their views more strongly. This will help in taking a better and unanimous decision on complex issues like salary, allowances and pension. Overall, this initiative can prove to be a big and transparent step in favor of government employees.
