State Bureau, Patna: A big and shocking news is coming for those dreaming of their own land or house in Bihar. Land prices in the state may now increase by three to four times. On the basis of the feedback report received from the districts, the Prohibition, Excise and Registration Department has prepared a complete blueprint for the bumper increase in MVR i.e. government rate.
According to the news coming from departmental sources, a proposal for increase in MVR by 300 to 400 percent has been sent to the state government. As soon as the Nitish government gives its final approval to this proposal, new and expensive land rates will be implemented in the entire state. It is believed that a major decision on this can be taken in the month of April itself.
In fact, there has been no change in the government rate (MVR) of land for the last 10 years in the urban areas of Bihar and for the last 13 years in the rural areas. Rates were last increased in urban areas in 2016 and in villages in 2013. Meanwhile, the actual prices of land in the market have started touching the sky. Also, the number of municipal bodies in Bihar has also increased from 141 to 264, due to which many rural areas have now become cities. This is the reason why the government is now preparing for a record increase.
If understood in common language, MVR (Minimum Value Register) is the minimum government rate, below which you cannot get the land registered. It is also called ‘circle rate’. The stamp duty and other fees of your registry are decided on the basis of this MVR. Its increase simply means that now getting land registered is going to be very heavy on your pocket.
The government is also going to provide some relief facilities to the public in the new financial year starting from April. Now elderly people aged 80 years or above will not have to make rounds of the registry office. They will be able to apply online from home and get registered by depositing a fee of only Rs 400. After this, the registration officer himself will go to their house and do the verification. Also, now the buyer or seller will get the updated land report within just 10 days.
Under the new system, to get land information, the applicant will have to login to the e-registration portal. Here they will have to provide 13 types of important information, which include police station number, account-khesra, area, boundary, jamabandi number and type of land. Circle Officer (CO) will give information through SMS within 10 days of application. If the report does not come within 10 days, the system will consider it ‘OK’ and forward it automatically.
