On the pedestrian streets of Tran Phu, Nguyen Thai Hoc and Le Loi, groups of three to four bicycles regularly park on the road selling shaken mango, grilled snacks and liquid nitrogen ice cream, obstructing foot traffic.

The Da Nang People’s Committee, which manages Hoi An, issued a plan this month to tighten sidewalk order after many central streets were encroached upon for vending, parking and advertising signs, leaving no room for pedestrians.

The city banned the use of sidewalks for business and prohibited placing items such as portable signs, plant pots and decorative statues.

Authorities will clear informal and temporary markets and crack down on illegal stopping, parking and passenger pickup.
