Knead dough with flour and ghee, adding water gradually. Cover and rest.
Cook mawa on low flame until soft. Add condensed milk and cook while stirring until mixture thickens and leaves pan sides. Cool completely.
Add tutti frutti and cardamom to cooled mawa and mix well.
Roll dough circles, place filling in centre, and fold to seal.
Deep fry on low-medium heat until crispy. Garnish with silver vark.
