The Election Commission of India has mandated FIRs and legal action against negligent Booth Level Officers during the SIR process. District Election Officers are instructed to suspend and initiate departmental proceedings for insubordination or dereliction of duty. West Bengal's CEO cautioned DEOs against delays in filing FIRs for law and order issues during Bengal SIR.

West Bengal-CEO Manoj Kumar Agarwal has cautioned the District Electoral Officers (DEOs), who are District Magistrates, that delay in filing of FIRs in case of law & order problems during Bengal SIR will be” viewed “very seriously and adverse inference shall be drawn against the concerned DEO.”
Kolkata: The Election Commission of India (India) instructed that FIRs and legal action should be taken against Booth Level Officers (BLOs) if they are found to be negligent in their duties during the SIR process. The directive is applicable in all states/UTs where SIR is ongoing, including Bengal.

The Commission has issued this instruction to the concerned District Election Officers today that the “DEOs shall place the BLO under suspension and make recommendation to the concerned disciplinary authority for initiating departmental proceedings for insubordination or dereliction of duty.”

Meanwhile, West Bengal-CEO Manoj Kumar Agarwal has cautioned the District Electoral Officers (DEOs), who are District Magistrates, that delay in filing of FIRs in case of law & order problems during Bengal SIR will be” viewed “very seriously and adverse inference shall be drawn against the concerned DEO.”


The CEO told the DEOs to take “steps for immediate filling of complaints/ FIR with the local police station with a copy mailed to Superintendent of Police and Office of the CEO, West Bengal.”

Referring to the Supreme Court order, the CEO said that it is directed that “in case of any law & order situation at hearing venues or in any of the Government offices in connection with SIR, 2026 and in case of any destruction of public property or any kind of threat/attack to any official staff involved in the SIR related work.”

The letter by DEO said that in case of “violence and destruction of public property persists the hearings in such cases should be adjourned sine die” and then it would further start following the approval of the West Bengal-CEO.

Meanwhile, Trinamool Farakka MLA Manirul Islam wrote a letter to Sub-Divisional Magistrate, clarifying that he did not have any mala fide intention or any intent to provoke or violate any statutory provision in my speech. He also wrote that he is fully committed to cooperate with district administration and Election Commission.

“There was no mala fide intent, provocation, or violation of any statutory provision in my speech. Any interpretation to the contrary would be inadvertent and unintended. I remain fully committed to cooperating with the authorities and to abiding by all lawful directions issued by the District Administration or the Election Commission,” he said in the letter..

ECI on Thursday directed the district electoral officer (DEO) of Murshidabad, who is also the district magistrate, to lodge an FIR against Farakka MLA Monirul Islam who was allegedly present when the BDO office hearing centre was vandalised on January 14. The deadline to file the FIR was 5PM yesterday.
