Foreign assistance must be in line with US objectives, he added. “Foreign aid is an act of the US taxpayer and is not charity,” Rubio said.


According to Rubio, the government has given regional bureaus more authority.


He said, “They are often the ones who are proposing and directing the response.”


According to the Trump administration, US foreign policy institutions need to be reevaluated since they were constructed for a different period.


Decisions over assistance, alliances, and diplomatic engagement—including in areas like the Indo-Pacific, Middle East, and Western Hemisphere—have been influenced by the focus on national interest.
