India’s fish production has increased from 141.60 lakh tonnes in 2019-20 to about 197.75 lakh tonnes in 2024-25, an increase of 38%, due to the Pradhan Mantri Matsya Sampada Yojana (PMMSY) launched in 2020, Union Minister of Fisheries, Animal Husbandry and Dairying Rajiv Ranjan Singh told the Lok Sabha on December 17, 2025.
In a written reply, the minister attributed the increase to increased inland aquaculture, marine fisheries development, improved value-chain infrastructure and targeted policy interventions under PMMSY.
Exports of seafood have increased by 33.7% since the implementation of PMMSY, from ₹46,662.85 crore in 2019-20 to ₹62,408.45 crore in 2024-25.
Aquaculture productivity to be around 4.7 tonnes per hectare by early 2025 from 3 tonnes before PMMSY. Major inland producers include Andhra Pradesh, West Bengal, Uttar Pradesh, Bihar (fourth) and Odisha.
The gross value added (GVA) of the sector to increase from ₹2,12,087 crore in 2018-19 to ₹3,68,124 crore in 2023-24, increasing its share in agriculture GVA from 7% to 7.55%.
PMMSY has promoted technology adoption, with 52,058 reservoir cages, 22,057 Recirculating Aquaculture System (RAS)/biofloc units and 1,525 sea cages sanctioned with an investment of ₹3,040.87 crore.
The government is working closely with ICAR institutes and private incubators, and has set up five fisheries business incubation centers in Guwahati, Hyderabad, Mumbai and Kochi to support startups, cooperatives and self-help groups. The focus areas include production of good quality seeds, varieties suitable for export, disease management, traceability, capacity building and modern post-harvest infrastructure.
