The driving license process in Uttar Pradesh has completely changed from December 1, 2025. The Transport Department has handed over DL services to private agencies and Automated Driving Testing Centers have also started in many districts. Know the major changes of the new system.

The process of making a driving license in Uttar Pradesh has changed extensively over the years. The government has handed over the system to new hands in one click and from December 1, 2025, the entire DL infrastructure will now be operated by private agencies. It is being said that now getting the license will be faster, transparent and technology based than before.

Big things about the new system

Private agencies got the responsibility of constructing DL

The Transport Department has handed over all the work related to driving license to new agencies. Earlier this responsibility was with the smart chip company.

The entire state divided into three companies

  • Lucknow: Silver Touch Company is responsible for all DL services (Learning License, Permanent License, Duplicate License, Renewal all included)
  • Other districts: Responsibility has been assigned to Focom Net and Rosemarta.

These agencies have completed hardware installation across the state and system testing work has also started from today.

Hope of resolution of old problems

The DL process was facing many technical problems for a long time.

  • Thousands of applications were getting stuck due to father's name being mandatory in Aadhaar card.
  • DL approval came to a complete halt for 3–4 days last week during new system installation.

With the implementation of the new system it is expected that:

  • About 10 thousand applications can be processed easily every day.
  • Technical barriers will be reduced.
  • The process of getting the license will be fast and transparent.

Major reshuffle of employees across the state

Along with the new system, major changes have also been made in employee deployment.

  • Employees from nearby districts have been sent to Lucknow RTO.
  • Local employees are being transferred to other districts.

After almost ten years, such a major restructuring has been seen in the system.

Automated Driving Testing Center (ADTC) also operational

Driving tests have been started at ADTC in many districts. These centers are fully automated, including:

  • Sensor-Based Test
  • camera observation
  • Features like accurate and fair assessment will be included.
