Lucknow. The state government has taken a big decision to make the tenancy process easy and transparent in the state. Now there will be exemption in stamp duty and registration fees on lease deeds for a period of up to 10 years. The aim of the government is that landlords and tenants should prepare written tenancy deed and get it registered, so that disputes are reduced and the Tenancy Regulation Act can be better followed.
Finance Minister Suresh Khanna said that registration of tenancy deeds for more than one year is already mandatory, but most of the tenancy deeds are oral or are not registered. Many cases are detected later in the investigation of files of GST Department and Electricity Department, due to which the deficiency stamp duty has to be recovered.
The government believes that people avoid registry when the fees are high. Therefore, a need was felt to formalize the rent agreement for up to 10 years by giving exemption in fees. In the new system, the limit of maximum stamp duty and maximum registration fee has been fixed and the maximum limit for fixing the average annual rent has been kept at Rs 10 lakh. Tolls and mining leases are not included in this exemption.

2) Average annual rent ₹ 2,00,001–₹ 6,00,000
3) Average annual rent ₹ 6,00,001–₹ 10,00,000
According to Minister of State for Stamp and Registration Ravindra Jaiswal, with the implementation of the new limit, common people will get relief from the problem of paying heavy stamp duty and registration will become easier.
By making changes in the accountant service rules, the state cabinet has opened the way for chainmen to be promoted to the post of accountant for the first time. According to the Fifth Amendment Rules 2025, now 2% of the total accountant posts will be given to qualified chainmen on the basis of promotion.
Out of total 30,837 sanctioned accountant posts in the state, 21,897 are posted while 8,940 posts are vacant. The government says that by getting promotion to experienced chainmen, the efficiency of the department will increase and the schemes will be implemented better at the ground level.
The Cabinet has approved giving 5.07 hectares of land free of cost to the Medical Education Department for setting up a medical college on PPP model in Baghpat district. This land is located in village Mitali and earlier belonged to the Fisheries Department. Except the disputed 0.53 hectare land, the rest of the land will be available for the construction of the college. At present, a total of 80 government and private medical colleges are operating in 60 districts of Uttar Pradesh, but till now there was no medical college in Baghpat.
The State Cabinet has made important amendments in the Shops and Commercial Establishments Act, 1962 and extended its limit from urban areas to the entire state. Now establishments in rural areas will also come under the purview of this law.
Labor Minister Anil Rajbhar said that this law will now apply to all those establishments where 20 or more employees work.

This will provide legal protection, safe environment at workplace and all the benefits of the Act to the employees.
The state government has taken a big decision regarding old age pension. Now eligible senior citizens will not need to apply separately for pension. Social Welfare Minister Aseem Arun said that through the Family ID 'One Family-One Identity' system, eligible beneficiaries will be automatically selected and after getting their consent, the pension will be sanctioned directly.
