New Delhi: The Karnataka government has reintroduced a Rs 200 price cap on tickets for regional language films, including in multiplexes. The policy had earlier faced legal setbacks and was officially brought back through an amendment to the Karnataka Cinemas (Regulation) Rules, 2014.
The decision was implemented following Chief Minister Siddaramaiah’s recent budget announcement, which emphasised the state’s commitment to reviving and supporting local language cinema. The newly added sub-rule mandates that ticket prices for any language film in the state shall not exceed Rs 200, inclusive of entertainment tax.
The order was dated 15 July and was issued by the undersecretary of the Home Department’s prisons and cinema section. The measure is being seen as a direct response to growing public complaints about steep ticket prices at multiplex chains. By capping prices, the government hopes to boost footfall for Kannada and other regional films, especially among middle- and lower-income groups.
This isn’t the first time such a measure has been introduced. A similar cap was proposed during Siddaramaiah’s previous term in 2017. However, resistance from multiplex owners, who raised concerns about reduced margins and operational costs, led to the policy being challenged in the Karnataka High Court. Eventually, the cap was withdrawn.
Despite past opposition, the renewed regulation has found support within the state’s film community. Both the Karnataka Film Chamber of Commerce and the Karnataka Film Exhibitors Association welcomed the decision and stated that it could significantly increase audience turnout for Kannada cinema.
Multiplex operators, however, have continued to express reservations. Many argue that a blanket price cap doesn’t reflect the varying costs of operations, especially for theatres located within malls and urban centres. They’ve also pointed out that revenue from ticket sales is often essential for covering maintenance and technology upgrades.
Nevertheless, government officials remain hopeful that the cap will not only encourage wider accessibility but also foster a healthier ecosystem for regional films.
