According to Section 141 of the Indian Railway Act, 1989, if a passenger draws a train chain without any reason or applies an emergency brake, it can be punished and fined. If found guilty under this Act, there may be imprisonment of up to 1 year or a fine of Rs 1000 or both. If the train stops due to this act and other passengers have to face inconvenience, then railway officials can register a case on the spot.



Railways has also clarified that an emergency chain should be taken only when a passenger falls from the train, the train caught fire, the sudden health of the passenger deteriorates and needs immediate help, or there is a direct threat to security or life. Drawing the chain for some other reason would be considered illegal.

Unnecessarily pulling the chain affects the train time, the operation of other trains is interrupted and there is also unnecessary pressure on the engine and braking system, which increases the chances of accidents. In addition, railway employees have to stop the train for inspection, causing inconvenience to the passengers.

The Indian Railways periodically makes passengers aware of the rules of pulling the chain. Notices are imposed in many stations and coaches, which are clearly stated that unnecessarily pulling the chain is a punishable offense.

Railways have also cut challans of such passengers many times and in many cases the courts have punished them. This is not only a violation of railway rules, but also shows an irresponsible attitude towards the society.
