The Delhi government has taken strict steps to increase arbitrary fees by private schools, giving big relief to millions of parents of the capital. 'Delhi School Education (Transparency in Fee Determination and Regulation) Bill 2025 was approved in a meeting of Delhi Cabinet chaired by Chief Minister Rekha Gupta on Tuesday. This bill is being considered a revolutionary step towards making the fees of private schools transparent and accountable. After its implementation, no school will be able to increase the fees arbitrarily.


What the Chief Minister's Rekha Gupta said, “The concerns about the fees of millions of parents of Delhi are now going to be resolved. Our government has taken concrete and adventure initiative to bring transparency in the fees of schools. The previous governments kept only asking for reports, but we took this issue seriously and have prepared a draft for 1677 schools.”


Monitoring and decision on three levels:


Under this bill, a three-level committee system will be implemented for fixing fees.


1. School level fee Regulation Committee:


– It will have nominated representatives, school representatives and five parents of Doe (Education Department).


– Parents will be selected from lottery, in which two women and one SC/ST representative will be mandatory.


– This committee will be constituted by 31 July 2025 and a decision will have to be given in 30 days.


2. District level committee:


– If there is no decision at the school level, then the matter will be handed over to the District Committee.


– This committee will pronounce the verdict in 30 to 45 days.


3. State Level Committee:


– If the solution does not come out at the district level, then the matter will go to the state level.


Also, if 15% of the parents are dissatisfied with the decision of the school level committee, then they can directly contact the District Committee.


4. Provision of strict punishment and fine:


– Without increasing fees without permission, a fine of 1 lakh to 10 lakh rupees will be imposed.


– A fine of Rs 50,000 per student for expelling the child from school due to fee dispute.


– If there is no improvement in 10 days if there is no improvement in time, then the fine will be doubled. The government can takeover the school for not taking action even in 20 days.


Education Minister Ashish Sood said, “This bill will protect the interests of millions of children and their families of Delhi. Now the process of increasing the fees of schools will be completely transparent and regulatory structure. It will make the education system more equitable.”
